CHILDLINE Mumbai organised NICP Workshop for Government Railway Police (GRP), Mumbai at GRP Commissionerate on January 28, 2011. Mr. Tukaram Chavan, Commissioner, GRP, Mumbai inaugurated the workshop by lighting the lamp. In his inaugural speech, Mr. Tukaram Chavan, said that NICP workshop is necessary for GRP since they often come across children on the platforms. They are often not aware about the CWC /JJB procedure. He said that CHILDLINE has been providing assistance to GRP in CNCP related cases. He said that he is ready to provide all sorts of cooperation to protect the rights of the children.

Mr. Vijay Kharat, Center Coordinator YUVA welcomed the gathering while Mr. Amol Kamble, Program Coordinator, CIF delivered a welcome note. Child Protection is responsibility of all members of society. As we all know CHILDLINE started in Mumbai in 1996 and working for the child protection in close coordination with the allied systems like Police, CWC, Labour Dept, Health and education dept said Mr. Amol. This workshop will provide clarity on role of GRP and JJ act. He said that he is sure that GRP will keep its good doing work related to child protection, he added.

Ms. Sheetal Bidwai, Centre Coordinator, CHILDLINE made a presentation on CHILDLINE, its services, partnership model, objectives of NICP. This workshop was being organized under the banner of the NICP, which is a project of the National Institute of Public Cooperation and Child Development. The Government Railway Police has an important role in protecting the rights of children. The aim of NICP program was to orient GRP personnel on child rights and child protection and make all police personnel aware of CHILDLINE so they know whom to contact, if they need help in relation to children.

Ms. Sarita Shankaran started her presentation by asking a question - who give us rights? The participants responded her as State, law, society, parents, teachers, education, judiciary, position or designation. She spoke about United Nations Convention on the Rights of the Child (UNCRC). She asked why we need separate rights for the children. Some of the participants responded as children cannot take their decisions, they are the future of our country etc. she told them that UNCRC in a simple language "it's a promise that the international community has made to children in respect of the rights of children.

The UNCRC has been ratified by 192 countries of the world. India also has ratified UNCRC in 1992. All nations have to send a status report to the UN every 5 years. The UNCRC is not legally applicable but forms the basis for all laws made for children. She mentioned that the UNRC has 57 articles, elaborates Ms. Sarita.

The Assistant Commissioner also suggested that the staff should give report about their problems to the seniors. He said they can strengthen the system if problems are reported to them.

Mr. Joju Varghese, City Coordinator, CHILDLINE Mumbai delivered vote of thanks. Ms. Sarita Shankaran, Program Officer, Save the children, Ms. Anjali Gokarn, Ex- CWC member, Ms Arokia Mary, YUVA were the resource person. Assistant Commissioner, GRP, Ms. Mary Arokia, Director, YUVA, Mr. Carlyle Pereira, Nodal Director, CIF were present.
